Abstract: This report presents the results of the federal Review Panel’s (the Panel) assessment of the potential environmental effects of the Project, which includes the marine shipping activities incidental to the Project. This report has been completed in accordance with the Canadian Environmental Assessment Act, 2012, and with the Panel’s Terms of Reference and sets out the rationale, conclusions and recommendations of the Panel relating to the environmental assessment of the Project, including proposed mitigation measures and follow-up programs.
